The IETF Administrative Oversight Committee (IAOC), on behalf of the IETF, is 
seeking one or more vendors to provide software development services.  The successful 
bidder(s) will enter into a contract with the Internet Society.

The Internet Society (ISOC) desires to enter into an Indefinite Delivery/Indefinite 
Quantity (IDIQ) Master Services Agreement (MSA) with one or more software 
development companies with which to accomplish its objectives.  The MSA is an 
Indefinite Delivery/Indefinite Quantity contract because it cannot be determined at 
this time the nature and number of applications that will be necessary.  The MSA shall 
be for a three-year period with an option for two, one-year extensions.   Through the MSA 
Work Orders will be issued for the delivery of specified software.

The Internet Engineering Task Force (IETF) standards development work is
supported by several specialized software tools, such as the Datatracker, idnits, xml2rfc, 
rfcdiff, and many others.  New tools and significant changes to existing tools will be needed, 
for instance, to support the upcoming change in the RFC publication format. These tools may 
be developed in Python using the Django framework, or other software if there is a significant 
advantage or requirement to do so.

Being selected for entering into a Master Services Agreement will be a two-step process:

1. Responses to this RFP will be used to identify qualified vendors to proceed to step two;

2. Invited vendors will be asked to provide pricing information for the development of a 
specific application, including the assumptions and analysis used to reach that price.  The 
purpose of this is to evaluate the analysis and pricing.  It may not be used to award the 
development of this application.

Proposals are due 5:00 P.M. EST (UTC-5) 13 February 2015.  Questions regarding this RFP 
are due no later than 21 January.  Answers will be posted at the above address no later than

I have stated in the past that I do not agree with Stewart on this =
point.  Authors use many different tools to compose I-Ds, and I do not =
think the IETF should develop and maintaing an official IETF author =
tool.  We see that many people chose to use xml2rfc, and that is the =
reason that we put so much effort into it.

I recognize that others have a different view, and i will not stop =
anyone from trying to gain support for their view.  That said, I am not =
the one to pick up this task.

to use a variety of different tools to compose IDs.  IMHO, we are going =

This is a Request for Information (RFI).  

The RFC Editor currently publishes RFCs using ASCII.  In the future RFCs will also 
be published online in a PDF/3-A format.  The RFC Series Editor is seeking 
information about the availability and licensing of fonts that meet these 
requirements:  (i) Serif and Sans-Serif; (ii) fixed-width; (iii) Unicode support; and 
(iv) liberal or low-cost licensing terms.

Questions regarding this request should be sent to iaoc-tmc@ietf-bids.org by

Responses to this RFI are due by 25 February 2015 and should be sent to

I will be at the ICANN meeting in Singapore at the time when the next =
tools call is supposed to take place.  The call will take place at 02:00 =
in Singapore, which is probably not conducive to good decision making.  =
Does anyone have a problem delaying the call for one week?  If not, we =
will hold the tools call on 17 February at 13:00 Eastern (that is =
Tuesday, 17 February 2015 at 18:00 UTC).

There is now an -04 version of the PublicationFormatter document at
http://www.nostrum.com/~rjsparks/rfced/

With these changes, I believe the entire set is finished and ready for 
community review.
Please note that the Internet-Drafts these documents depend on are still 
changing, and that should be considered in the timing of the community 
review.

The changes in PublicationFormatter-04 were to point to the new examples 
draft, call out where to look for what to do about deprecated v2 
elements when producing v3, and point to a hand-crafted example html output.

Abstract:
    Several review teams ensure specific types of review are performed on
    Internet Drafts as they progress towards becoming RFCs.  The tools
    used by these teams to assign and track reviews would benefit from
    tighter integration to the Datatracker.  This document discusses
    requirements for improving those tools without disrupting current
    work flows.
