Jari asked me to update the Tools Team Charter.  Here is my first draft. =

The purpose of the IETF Tools Team is to provide IETF feedback and
guidance during the development of software tools to support various
parts of IETF activities.

The IETF Tools Team is not tasked with the actual software development;
however, the team members understand software development, and they have
the ability to communicate the needs of the IETF community regarding the
individual tools.  Although, the team members are not prohibited from
actively developing tools.

Some tools are operated and maintained by the IETF Secretariat.  These
tools are listed here:

	https://ietf.org/tools/

Many other tools are made available by volunteers for use by anyone,
without any warranty.  These tools are listed here:

	https://tools.ietf.org/

In addition, the IETF Tools Team is responsible for organizing a
codesprint prior to each IETF meeting.  The codesprint allows anyone to
participate in the improvement of tools used by the IETF community in a
friendly and supportive environment.  Information about participating in

So far, we have had one complaint.  I expect more.

As you can see, Henrik has identified a way forward.  Sadly, it will =
require real work.

Please advise on the priority of this effort.  The IETF has done a lot =
of work to make internationalized domain names happen.  Now, we need to =
eat our dog food.  Do we need to eat that meal in the next few weeks or =
the next few months?

I'd actually put this before format work, if only because I think the
infrastructure needs to be in place to handle nonASCII characters in all
places.

There are at least three places where changes are needed in the system:

1) Mailman
2) Datatracker
3) IETF Meeting Registration

The IAOC usually opens registration for the next meeting very shortly =
after the end of the current meeting.  So, we know that all three of =
these cannot be ready to handle internationalized email addresses by the =
end of the Berlin meeting.  I think we should target the end of the =
Seoul meeting.  If there are no big surprises, we  can have it ready =
when we open registration for Chicago.

It would be really bad for the registration system to put an address on =
the attendees list and have Mailman choke.  I have asked Glen to =
investigate the current version of Mailman and determine whether it =
supports internationalized email addresses.  For the above list, I am =
assuming that an upgrade of some sort will be needed.  I am also =
assuming that there is a version of Mailman that will properly handle =
internationalized email addresses.  (Glen if that turns out to be =
incorrect, please raise the alarm on this list.)

I am, as requested, raising a "maybe" alarm:

We are on Mailman 2.1.17 at present.  The next version of OpenSuse to
which I hope to move us later this year (42.1) includes Mailman 2.1.21
(just released in February).  2.1.22 was released in April, and 2.1.23
is pending. (See https://launchpad.net/mailman/+milestones for details
and links).

I have read the entire changelog for every release from 2.1.17
forward, and I see NO references to UTF8, or Unicode, or International
Character support, or anything similar, when it comes to email
addresses.  They talk about their templates and translations, but
nothing about actual email addresses.

I therefore believe that all 2.X versions of Mailman equally lack
support for internationalized email addresses.

I note also a 3.0 branch of Mailman - but it seems to have lost steam
with no new releases in the past 18 months.

Now... there are hints that Mailman "might" support these characters
in some fashion already.  For example I see this:

and I see references to character set bug fixes in sync_lists, a
Python script.  But I think that may be orthogonal to
internationalized email address support... I think it may refer only
to message bodies.  At that link, I see:

"Mailman's character set for English is us-ascii. This causes
non-ascii characters in posts and message headers and footers and
other places to be replaced by question marks and/or numeric HTML
entities in various contexts if the web interface and in plain format
digests. This can be avoided by changing Mailman's character set for
English to UTF-8. This has not been done in the GNU Mailman
distribution for mainly superstitious reasopns, but it is believed to
be safe. This is done by placing the line:

add_language('en', 'English (USA)', 'utf-8', 'ltr')

in mm_cfg.py and restarting Mailman.  The one known downside of doing
this is that Python's email library which is used by Mailman will
base64 encode charset=3Dutf-8 message bodies which makes the raw message
body impossible to read by eye or search with simple tools like grep.

But it's unclear as to whether this would work or not, and I'd want
everyone to review this before we tried the above, even if we thought
it would work.

Absent that being some kind of magic bullet, it appears that there are
no differences in newer versions of Mailman with respect to
internationalized email addresses at this time.

I just reviewed the packaging text in context.

I think we will convey what we want more effectively if we switch the 
order of the two paragraphs that are there now. (That is, talk first 
about the single/small number use case, and then about the end-user use 
case).

A couple of other things (for the AOB part perhaps)

* I'm prototyping capturing programs as groups in the datatracker. When 
I take the next run at that (informed by prototype feedback), how should 
it be prioritized compared to these other projects?

* We are making some progress on removing spam from the repository, and 
stemming the tide of new spam, list by list. We're doing this by looking 
for a List-Id only (there were previous suggestions to check for dkim, 
which we are not doing - should that still be a goal?).

I think it would be good to change the label on grey bar at the top os =
the area to the abbreviation =97 the full name.  Then, clicking on one =
of those should go to the area page.

If this is done, the area name can be removed from the caption for each =
picture.

I wanted to provide a brief update on the the progress of the =
www.ietf.org <http://www.ietf.org/> website revamp project, which began =
in earnest last year and is scheduled to move into production by the end =
of this year.

As the <a href=3D"http://iaoc.ietf.org/documents/IETF-Website-SOW-02.pdf =
<http://iaoc.ietf.org/documents/IETF-Website-SOW-02.pdf>">scope of =
work</a> developed with input from the IETF community specified, we have =
been working with the selected vendor, <a href=3D"https://torchbox.com/ =
<https://torchbox.com/>">Torchbox</a>, to develop a site that reflects =
the IETF=E2=80=99s position as the premiere Internet standards =
organization. Beyond updating and improving navigation and the visual =
design, the revamped site will work better for all classes of devices, =
including smart phones and tablets. It is also designed to improve =
accessibility and to work well for visitors using low-bandwidth and =
high-latency connections.

Of course the revamped website must work well for current IETF =
participants. But it also aims to serve *potential* IETF contributors by =
making it easier for them to get started in the IETF, and it aims to =
ensure that even people who aren=E2=80=99t likely to be contributors can =
understand what the IETF does and how it works. A goal of the project =
was to develop a design informed by data, so we <a =
href=3D"https://iaoc.ietf.org/documents/Torchbox_ETFUserresearch.pdf =
<https://iaoc.ietf.org/documents/Torchbox_ETFUserresearch.pdf>">interviewe=
d people</a> from each of these groups. We also looked at usage data =
available from the current website and benchmarked against websites of =
similar organizations.

Since sharing the initial design and prototype at IETF 93, the project =
team has been working on fine-tuning the design and transitioning =
content. The <a href=3D"https://tools.ietf.org/ =
<https://tools.ietf.org/>">IETF Tools</a> team has also been involved so =
that the information about RFCs, IETF Areas, and working groups =
displayed on www.ietf.org <http://www.ietf.org/> is drawn directly from =
<a href=3D"https://datatracker.ietf.org/ =
<https://datatracker.ietf.org/>">datatracker.ietf.org =
<http://datatracker.ietf.org/></a>. This will make it easier to keep the =
www.ietf.org <http://www.ietf.org/> site current, and provide =
opportunities to guide people to the ongoing work of the IETF.

Work is still underway to finalize the content and features on the new =
site, including additional testing with the target audiences to be sure =
it works for them. The current project schedule calls for an extended =
"preview" of the new site so the entire IETF community will have a =
chance to try it out before everything is finalized. I expect to have a =
further update on the exact timeline in the next few weeks.

Ray:

Please tell our contacts at Cisco that our community insisted on a =
solution that supports IPv6.  If they cannot support IPv6 in some =
reasonable timeframe, then we might need to investigate alternatives to =
see if any of them can do so.
