I think what we're primarily looking for on the call is a high-level "do 
this" or not.
A design decision to be made is whether to add these to the instance we 
have at mailarchive so that one search will search all the lists, or 
spin up another copy that is rfc-editor list specific. I lean strongly 
towards the first. But that brings up a technical issue with how to get 
the bits to the ingestor as new messages arrive, since those lists are 
hosted on different machines.

I, too, to phrase it oppositely, lean *strongly against* "spinning up
another copy".  That seems non-trivial, and would require a lot of
work and discussion.

I agree that - IF the high-level call is "do this" - we want to add
them to the existing instance.

And I do not see any technical issue with that whatsoever:  I happen
to know personally the system administrator of the RFC-Editor server,
and if I bribe him with a nice lunch somewhere, I'm sure he'll turn
over the archives to us.  Then Ryan can merge them in to the existing
system.   As for new messages - we just subscribe an ingestion address
to the RFC lists, pointed to the archive tool.  We already do this for
other externally-hosted lists:  totally not a problem at all.

I think making the rfc-interest list more easily searchable by the commun=
ity most likely to do so is a Very Good Idea. I say we do this, and have =

Over the past two hours, the IETF server has been the target of a DDOS
mail attack from a number of countries in South America.   This
involved the sending of thousands of messages, all from
"randomaddresses@ietf.org", to "randomlistaddress@ietf.org".

The mail queue went from its normal levels to over 4000 active
messages at one time, resulting in delays processing legitimate email.

Working over the past two hours, we've brought this attack to a halt.

Fortunately, Henrik's postconfirm system did an admirable job of
sifting the garbage out, so we don't expect that any of these messages
actually made it to lists or list moderation queues.

Nonetheless, mail delivery was slow while the attack was in progress.

Service should be back to normal now, and we will continue to watch, as always.

The secretariat brought to our attention that the IPR app is starting to 
accumulate a troublesome amount of spam submissions. The load isn't 
crushing yet, but we have no reason to expect it to not grow.

I think it's time to require login to use the forms there. Those folks 
not willing to create an account can fall back to sending email to the 
secretariat.

This is, of course, a big policy decision that our selected leadership 
needs to make. Ben, could you take this up with the IESG?

Generalizing this beyond the current smolder - I suggest it's time to 
take _any_ interaction with the datatracker that creates state to login 
required.

Is this a bad idea?

I responded to Alexa regarding the immediate actions we could take with
respect to the IPR form spam submissions, and suggested the same thing:

We probably need to change how easy it is to submit garbage to the
datatracker by requiring login for all forms that adds data to it.
The environment on the net seems to be changing, and we need to adapt.
