Abstract:
   This document updates RFC5104 by fixing a shortcoming in the
   specification language of the Codec Control Message Full Intra
   Request (FIR) as defined in RFC5104 when using it with layered
   codecs.  In particular, a Decoder Refresh Point needs to be sent by a
   media sender when a FIR is received on any layer of the layered
   bitstream, regardless on whether those layers are being sent in a
   single or in multiple RTP flows.  The other payload-specific feedback
   messages defined in RFC 5104 and RFC 4585 as updated by RFC 5506 have
   also been analyzed, and no corresponding shortcomings have been

Technical Summary

This document fixes a shortcoming in the specification language of the Codec Control Message Full Intro Request (FIR) as defined in RFC5104 when using with layered codecs. The WG is happy with current version. No technical comments are received. The WG process was fast and efficient.

Document Quality

There are existing deployed implementations of the RFC5104 based mechanisms. This draft is trying to solve the issues of using RFC5104 in the case of layered codec, which is expected to be a very common implementation. 
Itâ€™s a simple document and all the technical parts have been agreed in the WG.

Charter text
------------

The Real-time Transport Protocol (RTP) along with its associated 
profiles and payload formats provides for real-time transmission of 
audio and video over unicast and multicast transports. RTP is widely 
implemented, and deployed for a wide range of applications, ranging from 
telephony to television over IP. RTP itself has been shepherded to Full 
Standard. Its associated profiles, extensions, and payload formats are 
currently at various levels of standards maturity. As new applications 
have emerged, the need for guidelines for the use of the RTP/RTCP 
protocols and extensions specific to those applications has been identified.

The AVT working group is chartered to maintain the core RTP/RTCP 
specifications and the AVP, SAVP, AVPF, and SAVPF profiles. The group 
will provide architectural guidance for extending the protocols and 
guidelines for their proper use. While other working groups are 
chartered to work on RTCP Extended Report Extensions (XRBLOCK) and RTP 
Payload Formats (PAYLOAD), extensions that are generally applicable will 
be developed in AVT. The AVT working group is also charted to develop 
application-specific guidelines for the use of RTP/RTCP protocols with 
the AVP, SAVP, AVPF, and SAVPF profiles, and extensions to those 
protocols that are driven by application-specific needs.

The AVT working group will coordinate closely with the Security Area 
while working on maintenance and enhancements to the SRTP Profile (SAVP).
