Folks,

Before deciding to spend company resources to register all possible carrier
services using ENUM and DNS 'as is', financial people may ask about a
technology risk assessment (think Google, Skype, etc.). In this context,
please look at the work aimed to replace the DNS by peer-to-peer NG Internet
name services (other startup tomorrow?):

The Cooperative Domain Service for example (CoDoNS):
http://www.cs.cornell.edu/people/egs/papers/codons-sigcomm.pdf 
See the reasons why and also the engineering approach for an alternative to
DNS. CoDoNS is backward compatible with the DNS, without having its
drawbacks, such as vulnerability, slow response for real time apps and
inconsistent caches. It breaks the monopoly of name space operators. It is
running on Planet Lab.

This is just a sample, it appears a lot of bright people are doing similar
work.

Naive question: What if a DNS equivalent to Skype will make its commercial
debut? Incentive: There seems to be a lot of money in names.

Make it illegal or replay the non-Net-Neutrality + QoS politics? 
Or just dismiss it as R&D as has been done with the Internet all along?

Actually that is a very strong disincentive for replacing the DNS.  
Why should everyone who has already made an investment into the  
current global, ubiquitous naming system abandon that for an unknown  
and unproven "something else"?

If there are new ideas on how to do naming or make the DNS better,  
then they should of course be considered.
Most of the DNS people I've spoken to don't believe that distributed  
hash tables -- the idea behind the Cornell paper you quoted -- are a  
positive advance.

Every few years someone comes up with a technology that  claimes to  
supersede or displace the DNS: Yellow Pages/NIS, NDS, X.500, LDAP,  
etc, etc. Every time, these "better solutions" lose.  And meanwhile  
the DNS just quietly gets on with the job of answering billions of  
queries every hour so that the internet keeps workling.

This document registers the Enumservice "pstn" and the compound 
subtypes subtype "cnam" and "data" using the URI scheme 'data:', as 
per the IANA registration process defined in the ENUM specification, 
RFC 3761 and creates a new media type application/cnam..   
    
This data is used to facilitate the transfer of Calling Name Delivery 
(CNAM) data for calls that originate on the PSTN that may be 
displayed on VoIP or other Real-time Client User Agents (CUA).

ANISP, the Romanian Internet Service Provider Association http:// 
www.anisp.ro representing more than 40 service providers (http:// 
www.anisp.ro/?c=membri) will build a provisioning system for the ENUM  
tree 0.4.e164.arpa.

The Romanian ENUM exchange will be hosted in two RoNIX locations  
(Romanian Network for Internet eXchange) and will be backed up by an  
infrastructure hosted within the European backbone. The 0.4.e164.arpa  
is under the authority of the Romanian regulatory body ANRC, which by  
end of this year planned to define the final procedures of delegation  
and administration of the public ENUM tree 0.4.e164.arpa.

this week the ITU-T SG2 Meeting took place in Geneva and I would
like to report what happened related to ENUM:

SG2 Opening Plenary:

regading the Consultation on ENUM issues in Annex 3
of the TSB Collective letter 3/2

the following was discussed:


13.        The Chairman noted that no contributions had been submitted =
concerning item 7(c) of the agenda regarding the consultation on ENUM =
issues contained in Annex 3 of Collective 3/2, and proposed that that =
item be considered closed for this meeting.  It was so agreed.

COM 2 - D 103 from the United Kingdom asks why Annex 3 to =
Collective-letter 3/2 was used to specifically request input on this =
specific subject to this meeting.  The Chairman noted that, as stated in =
Annex 3 of Collective-letter 3/2, "One country invited the Director of =
TSB to consult with relevant parties to explore solutions to the issues =
raised in COM 2 - D 20" and there was no opposition to that invitation.  =
After informal discussions with some Member States, it appeared that =
issuing Annex 3 was the most appropriate method to conduct the =
consultation.

13.1      Syria stated that, in its understanding, this action had been =
agreed by the study group.

13.2      Sweden noted that infrastructure ENUM might raise related =
issues, and refered to TD 207 (GEN), which will be discussed in Q.1.

Meeting of SG2 Q1:

- the ENUM interim procedures where proposed to be approved for another =
year at
the closing SG2 Plenary (which was done)

- regarding the proposed settlement agreement between IAB, ICANN
and Versign it was proposed that a liaison should be sent to the IAB=20
reminding them of the desire of SG2 to be kept informed of such changes.

- regarding the two drafts on Infrastructure ENUM:

mentioned that these documents were for information to the participants =
of Q1 and that no action was required.  It was also mentioned that these =
drafts are still under development and have not been finalized but were =

the Q1 participants who wants to be active in these IETF activities can =
participate by joining the IETF ENUM working group.  It is expected that =
the IETF will make a decision on Infrastructure ENUM in the Fall 2006 =
timeframe."

ENUM was also mentioned and discussed in the=20
E.164 Supplement 2 on Number Portability Appendix 1:

"During the discussion, it was agreed to incorporate the draft text in =
D81 into Appendix 1 of the Number Portability supplement.  It was also =
agreed that the text needs to be modified and additional scenarios added =
therefore; the entire text will be represented in brackets to reflect =
the draft nature of the text.  It was pointed out that the purpose of =
the Supplement is to provide guidance and information on the various =
Number Portability scenarios in an IP and NGN environment.  It was =
pointed out that the focus appears to be on ENUM but there are other =
solutions that need to be considered. Based on the need to continue the =
work, a correspondence group was formed to progress the work before the =
next meeting of SG2.  It is the goal of the correspondence group to =
provide an updated version of the text by the next meeting. During the =
meeting D90 and D81 were combined and the baseline text is provided in =
TD GEN 218.  This would then be the baseline text for the correspondence =
group."

pointing out this could come up with a concrete alternative on my =

>From SG2 Q1 Report TD 107rev5 (WP1/2):


3.12      ENUM=20


TD GEN 173 Add.1 and Add. 2 (TSB) provided information on .arpa =
management. The TSB provided information about the recent settlement =
with VeriSign, specifically the agreement to transition the root server =
management, with respect to the .arpa domain.  These documents provided =
the response to the comments made by the IAB, ICANN and VeriSign =
negotiated in January of 2006 a new version of their proposed settlement =
agreement and Add.2 provided the proposed settlement agreement between =
ICANN and VeriSign that was approved by the ICANN Board on 28 February =
2006.  These documents were informational in nature and submitted by the =
TSB, but it was pointed out during the discussion that the source of the =
information was the TSB and not in the form of a liaison from the IAB.  =
It had been previously stated that SG2 would like to stay informed of =
any changes to the e164 domain.  Therefore, it was proposed that a =
liaison should be sent to the IAB reminding them of the desire of SG2 to =
be kept informed of such changes.  The liaison is contained in TD PLEN =
15.

TD 92 (Chair, Internet Architecture Board) contained a Liaison to SG2 =
regarding update to contact information for e164.arpa.  This document =
informed the SG2 on the IAB updating the contact information in WHOIS =
entry, including e164.arpa.  It was noted that this is not a substantive =
change, but merely a change of address as the IETF (and hence the IAB) =
have changed support organization structures recently. This document was =
for information and no further action was required.

TD GEN 207 (TSB) contained the Internet Draft on the e.164 to Uniform =
Resource Identifiers (URI) Dynamic Delegation Discovery System (DDS) =
Application for Infrastructure ENUM. ENUM as originally defined, was =
based on the end-user opt-in principle. While it is possible that =
service providers could mandate that their users opt-in into e164.arpa =
through end-user contract terms and conditions, there are substantial =
downsides to such an approach.  Thus, for all these reasons and many =
others, ENUM for end-user provisioning is ill-suited for use by service =
providers for the interconnection of VoIP domains.  As VoIP evolves and =
becomes pervasive, E.164-addressed telephone calls need not necessarily =
traverse the Public Switched Telephone Network (PSTN).  Therefore, VoIP =
service providers have an interest in using ENUM, on a so-called =
"Infrastructure" basis, to keep VoIP traffic on IP networks on an =
end-to-end basis, both within and between service provider domains.

TD GEN 195 Rev1 (TSB) contained a Internet draft on Infrastructure ENUM =
requirements.    This document provides requirements for =
"infrastructure" or "carrier" ENUM to facilitate interconnection of =
networks for E.164 number addressed services, in particular but not =
restricted to VoIP.

During the discussion of these aforementioned two contributions it was =
mentioned that these documents were for information to the participants =
of Q1 and that no action was required.  It was also mentioned that these =
drafts are still under development and have not been finalized but were =
submitted to SG2 in order to make the Q1 participants aware of IETF =
activities that may have future impacts.  It was suggested that any of =
the Q1 participants who wants to be active in these IETF activities can =
participate by joining the IETF ENUM working group.  It is expected that =

D108 (Korea) withdrew the contribution to this meeting due to the =
inability of the contributor to introduce the document to this meeting =
due to urgent business matter.  It was stated that this contribution =
will be carried forward to the next meeting of SG2.

TD PLEN 12 (TSB) contained the two ENUM Interim Procedures; ENUM =
Administration and Interim plus Interim Procedures for the delegation of =
E.164 Shared Country Codes for Networks and Groups of Countries.  At a =
previous meeting of SG2, it was agreed that the participants should =
review and approve these guidelines at least once in a calendar year.  =
Since this is the only meeting of SG2 in 2006, the Q1 participants =
reviewed both interim procedures, made no modifications, and are =
advising that these be approved at the closing plenary of SG2.

3.9        Number Portability Supplement=20


D 90 (Editor, Number Portability Supplement) contains the version of =
E.164 Supplement 2 on Number Portability as discussed at the December =
meeting of SG2 and includes all changes proposed in a previous Anatel =
contribution.

D81 (Telekom Austria) proposed text to be included in the Number =
Portability Supplement Appendix 1.

During the discussion, it was agreed to incorporate the draft text in =
D81 into Appendix 1 of the Number Portability supplement.  It was also =
agreed that the text needs to be modified and additional scenarios added =
therefore; the entire text will be represented in brackets to reflect =
the draft nature of the text.  It was pointed out that the purpose of =
the Supplement is to provide guidance and information on the various =
Number Portability scenarios in an IP and NGN environment.  It was =
pointed out that the focus appears to be on ENUM but there are other =
solutions that need to be considered. Based on the need to continue the =
work, a correspondence group was formed to progress the work before the =
next meeting of SG2.  It is the goal of the correspondence group to =
provide an updated version of the text by the next meeting. During the =
meeting D90 and D81 were combined and the baseline text is provided in =
TD GEN 218.  This would then be the baseline text for the correspondence =
group.

Additionally, it was proposed that the ITU website be updated to provide =
the status of number portability implementation in each country.  To =
address this proposal, the participants agreed to form an Ad-Hoc group =
to develop a draft Circular to determine the format and type of number =
portability information required.  The draft Circular is contained in TD =

This memo registers the Enumservice "vCard" with several subtypes
according to the IANA Enumservice registration process described in
RFC3671.  This Enumservice is to be used to refer from an ENUM domain
name to a vCard instance describing the user of the respective E.164
number.

Information gathered from those vCards could be used before, during
or after inbound or outbound communication takes place.  For example,
a callee might be presented with the name and association of the
caller before picking up the call.

I have the impression that this is an interesting service, especially
considering the recent advances in infrastructure ENUM. However, i think
that the document still needs some work - comments follow:

- NITS: the online idnitsw checker reports two problems:
  - page breaks (pages don't break properly)
  - usage of FQDNs which are not "example.(com|net.org)"
  (and a few experimental warnings)

- Abstract: typo ("compound subtypes subtype" should probably read "compound
subtype")

[general note: if we start with sub-subtyping, we should definitely add some
text about this to the enumservices-guide. I smell confusion here about the
difference between those "compound subtypes" and "various subtypes per type"
see below for more confusion potential]

- ToC: The document should be structured a bit more. I think the "Structure
of CNAM data" should be moved before the Enumservice Registration (the ToC
contains even 2 sections starting with "IANA Enumservice Registration": 3.
and 5.), and the Examples could be grouped unter one "examples" section.

- Minor formatting issues: Personally, i'd prefer to have eg. the media type
always surrounded by single quotes (eg. at the end of the first sentence of
the abstract, i got confused whether the first of the two dots is to be part
of the media type...). Same applies to Enumservice types, subtypes,
parameter names, parameter values

- Section 3: I disagree with the second sentence of the second paragraph:
The subtype does not neccessarily define the URI scheme - if it is supposed
to, we should add text to the enumservices guide, again. What's the value of
the second paragraph, anyway? The third sentence is confusing to me - could
probably be changed to "This document specifies the compound subtype
'cnam:data' for the 'pstn' Enumservice type, using the 'data:' URI scheme as
specified in RFC 2397" (imho, that does also reflect in a better way that
there might be more 'pstn' type services than specified in this document).

- Section 4: This specifies the length of "Caller Display Name" to 15
digits, and calls it "CNAM Data" in the section title. However, later in the
document, the contents of the data-URI is recommended to be shorter than 64
digits. Therefore, there is a definition clash what "CNAM data" is - is it
the "Caller Display Name" as defined in the PSTN, or is it the contents of
the URI? Especially with section 6, which specifies a different format for
"structure of CNAM data" - probably that should be renamed to "structure of
CNAM data URI" or something like this...

- Section 5: I'm curious how to handle the "compound" subtyping here. That's
obviously beyond the limit of the RFC3761 template (eg. it's not completely
clear to me whether this registration would allow only "E2U+pstn:cnam:data",
or also "E2U+pstn:data:cnam", or even just "E2U+pstn:cnam" and
"E2U+pstn:data"...

- Section 6: I don't think that the ABNF of the "data:" URI adds any value
here (btw, the normative reference to ABNF is missing). However, an ABNF of
a valid "application/cnam" URI would definitely add value here (which means
fixing the media type, and proably add a length limit to the data itself).
That would also provide a definition of a "CNAM data URI", which could be
used to distinguish NAPTR payload from the "Caller Name Display" type of
definition (as mentioned above).

I'm thinking whether "text/cnam" instead of "application/cnam" would fit
better, because RFC4288 says:

   The "text" media type is intended for sending material that is
   principally textual in form.

[which would definitely apply to the CNAM data, and would be shorter as well]

- Section 6: There are a couple of "looks like a reference" words in the
text, like the "[R3-50]" - the "GR-1180" needs to be referenced, at least i
have no clue what that should be.

- Section 6: The definition of the parameter "unavailable" is confusing.
It's defined as "required" here, but doesn't show up in the first example in
section 8. In addition, the "options" defined here seem to be "parameter
values" for the "unavailable" parameter - terminology problem. A sentence
that no other parameter values for unavailable as well as no other
parameters are allowed could be added, and the parameter definition could be
provided in ABNF (and referenced in the ABNF above).

Generally, i'd go for a section like

x. The 'CNAM' data URI
x.1 Formal Definition
(abnf)
x.2 Media Type Definition 'application/cnam'
(type)
x.3 Media Type Parameter 'unavailable'
(parameter def)

- Section 7: [PII] looks like a reference to me, although it's an
abbreviation, and it's only used once (in the next sentence)

- Section 8: The FQDNs are not recommended example domains
(example.(com|net|org). I'm well aware that those domain names should
reflect private DNS trees - however, idnits complains ;) - Unsure what to
do: probably use "private.example.com"?

- Section 9: Could be renamed to "Example Call Flow". Unsure what the
"Dialed number" string before the list should mean.
-- In bullet c), should the "user=" SIP URI parameter really include
"SBC.cox.net"? What about the "SBC1.cox.net" in the next line - should be
removed. Bullet d) again contains the "example." TLD...
-- Bullet e) I think the originating users' phone number does not
neccessarily come from the From: field - P-Asserted-Identity comes to my mind...
-- Bullet f) still talks about "tel-URI containing CNAM data" - remains of
the first version...

- Section 10. proxy's -> proxies - The only sentence in this section is
incomplete & confusing.

- Section 14: the definition of parameters / values is confusing.
"unavailable" seems to be an optional _parameter_, while "p" and "u" seem to
be _parameter values_ to that parameter. There is a bug around line 6 of
page 8 - i think that sentence should read "This parameter .... defined as
data is NOT available for that ..." ("NOT" is missing). Interobability
considerations: I'm pretty sure that usage of this media type is _not_
specified in RFC3761 - that should be changed into a placeholder for the
memo itself (eg. RFC XXXX). There is a typo in the last sentence of the
section ("enum@ierf.org" should read "enum@ietf.org").

- Section 15: Add a reference to the media type definition to the last sentence.

There are a lot of Abbreviations in the draft that are never expanded -
"SIP", "NAPTR", "NS", "VoIP", "SS7", "IPSec". Some are defined, but not on
their first use (eg. PSTN)

Excellent ..this is most helpful. I have to admit I'm vacillating on the
compound registration ..I'm thinking PSTN:CNAM is enough. It creates less
confusion.


Now here we go around again on the URI type. I need to do one more consult
on this. I should just ask Klensin ..

Hi,

this seems to be very straightfoward to me - my NITS:

- an "Introduction" section is missing - that's required according to the
ID-checklist. The "Discussion" section could simply be renamed.

- Small formatting issue: The notation of URI schemes is somewhat
inconsistent. In the Abstract as well as the Enumservice registration
template, the ':' is included, where the text in section 2 and 3 does
contain URI schemes without it. Interpreting the ABNF in RFC3986, the colon
is actually not included in the "scheme" - otoh, most recent Enumservice
registrations had schemes including the colon in the template. My personal
preference would be to add the colon to all occurences of URI schemes in the
text. comments? [note: should be pointed out in enumservice-guide]

- Please correct the registration template: The "service name" should not
include the DDDS application identifier, but just state "iCal", and the
lines for type/subtype are missing. So, that would be

Enumservice Name: "iCal"
Enumservice Type: "ical"
Enumservice Subtype: n/a
...

- Line spacing in the Enumservice template: Recent registrations had the
template lines as well as the whole template seperated by a blank line (as
in the original template in RFC3761) - please add them so that the
registration stands out a bit from the text.

Hi,

surprise surprise, most of my points in the previous review also apply to
the IM draft ;). One small additions: I think it would be good to have the
URI schemes always in quotes, just to make sure.
