So what is the process for publishing the final version of the IETF document
then? If there isn't a chance for us to look at the ECMA document beforehand
then how can we check that it is suitable to be a normative reference?

Standards processes are indeed built on trust.=C2=A0 I trust the editor o=
f a
standards document to do a faithful job in keeping the document in tune w=
ith
the desires of the group writing the standard.=C2=A0 However, I get a cha=
nce to
verify my trust by being able to see and comment on the document before i=
t
becomes a standard.

I trust you to try to get the new ECMA document in what you think is a
suitable shape and I trust you to try to keep what you think is suitable
aligned with what the group here has said would be suitable.=C2=A0 But if=

get a chance to see that normative document before the IETF document beco=

final, then I cannot provide the informed assent to its publication that =

It is [quite] possible that I got lost in ECMA's gigantic spec but I can't find any support for the "\/" escape in there but it surely is in I-JSON.

You may be viewing the wrong spec. 
http://www.ecma-international.org/publications/standards/Ecma-404.htm is 
only 14 pages. The escape you are looking for is in Section 9, on page 
4.

As noted by Tim the \/ escape is just a relic and not used in JSON serializations

which got me to (incorrectly) believe it had been removed for parsing as well.

BTW, this document (Ecma-262) is actually quite interesting from an "JSON-I"
point of view since you by adhering to it for JSON parsing and serialization,
without any additional work, get a "normalized" JSON representation fully
usable for digitally signatures.  The current signature standard (JWS) has
unfortunately prompted a flurry of "DIY standards" to overcome the need for
dressing signed JSON messages in Base64Url.
